The City of Savannah is seeking a visionary Purchasing Director  to lead an innovative, customer service-oriented, and forward-thinking Purchasing Department. The next director will be outstanding in project management and lead with a customer service focus that effectively coordinates with all internal departments in the City, external stakeholders, and will work to meet City goals. The City of Savannah operates under a Council/City Manager form of government with a budget of $414.5M, AA+ bond ratings and over 2400 employees working across 26 departments.

 Essential Job Functions:

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Manages the City's central purchasing function.
  • Interprets City policy to set bid standards.
  • Advises management regarding controversies and vendor protests; defends purchasing actions and recommendations before City Council as necessary.
  • Handles complex bids; reviews specifications for potential problems; serves on selection committee and manages the overall process to avoid vendor protests.
  • Provides management reports on purchasing activity.
  • Reviews and approves bid specifications to be submitted to vendors; approves all purchase orders.
  • Conducts pre-bid conferences for formal sealed bids; conducts public bid openings for formal sealed bids; makes recommendations to City Manager and City Council for approval of bids and contracts.
  • Oversees the City's supplier portal to ensure that information is accurate and up to date.
  • Manages the inventory functions of the City and online surplus auction process.
  • Meets with vendors regarding poor performance or contracts and city specifications problems; responds to vendor inquiries and complaints.
  • Performs other related duties as assigned. 

Minimum Qualifications:

Bachelor's degree in Business or Public Administration, Finance, Mathematics, Economics, Accounting, Marketing or Industrial Purchasing; with four (4) years of senior administrative work experience in the area of public purchasing. ; or any equivalent combination of education and experience.

Certification as Purchasing Manager, Public Purchasing Officer, or Professional Buyer preferred. A valid driver's license is desired.

Additional Requirements:
Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.
