Position:Payroll & Benefits Specialist 

Department:Human Resources

Salary:  $18.41/HR

Under general supervision and instruction this position is responsible for providing administrative and specialized support to the Human Resources Department to include processing the biweekly payroll and vendor payments, balancing and filing biweekly, quarterly and files. year-end taxes, preparing W-2s and maintaining employee benefit files.

Must have at least 2 years of experience in related field; Associates Degree in Accounting preferred
Must have a current valid driver's license
Must be able to perform accurate data entry and calculations
Must be able to work independently and maintain a high level of confidentially
Knowledge of payroll processes and procedures
Knowledge of accounting principles and practices
Knowledge of modern office practices and procedures; knowledge of county and departmental policies and procedures
Knowledge of computers and job-related software programs
Knowledge of employee benefits administration principles
Knowledge of federal and state tax laws; knowledge of employment laws
Skill in prioritizing multiple projects and organizing work 
Skill in the use of such office equipment as a computer, scanner, fax machine and copier
Skill in oral and written communication; excellent verbal, written and telephone skills

Essential Duties and Responsibilities:
Answers and screens calls; refers to the appropriate personnel; greets visitors and provides information and assistance; responds independently when possible
Prepares and processes the County's biweekly payroll; enters employees information into payroll system and reviews for accuracy; creates payroll register for Direct Deposit ACH file; prepares manual checks as needed; posts payroll to General Ledger
Uploads biweekly payroll files to ACCG secure site, coordinates, reconciles and prints vendor checks for deductions withheld from payroll checks; calculates and pays payroll taxes; maintains garnishment, bankruptcy and child support files; maintains leave accruals
Balances and files quarterly and year-end taxes; compiles information for processing W-2s; balances and processes Election payrolls
Initiates reports for Grant reimbursable employees; submits deductions for Judicial Retirement System & Employer's Retirement System
Enters new payroll hour codes and deduction codes in the payroll system as needed; updates Tax Tables for FICA, Federal and State deductions according to information gathered from the IRS website
Coordinates and/or conducts new hire benefits orientation; enters new employee data into the medical, dental and vision systems; enters dependents, beneficiaries and deductions into the payroll system; enters Open Enrollment changes into the payroll system
Interprets and explains Human Resources Policies and Procedures to employees and supervisors
Maintains and copies files, records, various reports and other materials; prepares and distribute correspondence as necessary
Assists employees with the completion of tax forms, direct deposit forms and insurance forms
Monitors leave of absence employees to ensure that insurance is paid in a timely manner
Assists employees with benefit questions; completes employment verifications and wage surveys
Maintains/updates employee files; scans documents into Lasher fiche; files hard copies; prepares files for storage and retrieves files from storage; processes employee separations; prepares Separation Notices
Completes Human Resources payroll in the absence of the Human Resources Director
Performs all other related duties as assigned
