BUILDING INSPECTOR/PLANS EXAMINER

Listing Summary

This is a full-time position and receives all benefits afforded to regular employees. This position requires working 40 hours per week.

 

Summary: The purpose of this classification is to inspect buildings, remodeling/construction work, and building systems and to review building plans and related documentation to ensure compliance with applicable codes and ordinances.

Essential Functions of the Job: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. This classification is part of the broad-band compensation plan. Duties listed may not be performed by all incumbents, and level may be assigned in accordance with the skills and proficiencies demonstrated by the incumbent.

  • Interprets and enforces the provisions of standard building codes, electrical codes, plumbing codes, mechanical codes, gas codes, one/two family dwelling codes, fire prevention codes, life/safety codes, energy codes, handicapped accessibility codes, zoning ordinances, subdivision regulations, flood/wind zone guidelines, coastal construction guidelines, erosion and sediment control guidelines, land disturbance regulations, and other applicable codes, ordinances, laws, rules, regulations, standards, policies, and procedures; researches code-related issues in code books as needed; initiates any actions necessary to correct deviations or violations.
  • Conducts field inspections throughout the County at various project sites for code compliance, including residential, multi-family and/or commercial structures; inspects building, electrical, framing, footing/slabs, HVAC, plumbing, insulation, erosion and sediment control, gas, water, and other items; inspects quality of construction methods, materials, and workmanship; reviews approved building plans and compares to actual construction to ensure compliance.
  • Receives, reviews and analyzes permit applications to determine compliance with appropriate codes and ordinances; reviews and analyzes code compliance of mechanical systems, electrical systems, fire suppression systems, and gas/fuel installations; receives applications and coordinates plan reviews for small additions, minor alterations, and repairs of existing structures; approves or rejects construction plans as appropriate; calculates development fees; forwards permits and approved plans to contractors.
  • Identifies code violations, compliance issues and needed corrective action or modifications; writes letters to contractors, architects, engineers, and/or property owners regarding inspection and review findings; re-inspects and/or reviews after completion of required corrections/modifications; issues citations and stop work orders for violations; prepares and presents evidence in Court as needed.
  • Provides technical assistance and information concerning code compliance, permitting, and related programs and services; consults with property owners, developers, contractors, engineers, architects, and County employees; explains and interprets policies and procedures, ordinances, and codes; responds to questions or complaints, researches problems, initiates problem resolution and makes recommendations; provides code interpretation, technical expertise, and assistance as needed.
  • Performs a variety of administrative duties in support of inspection and plans review activities, including making and returning phone calls, prioritizing and scheduling assigned inspections, completing daily log sheets, preparing inspection files, certification files, building permits, technical reviews, letters, etc.; maintains all related records and files.
  • Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
  • Prepares or completes various forms, reports, correspondence, inspection reports, activity reports, plan review status reports, preliminary site plan reviews, construction plan reviews, final plat reviews, minor plat reviews, or other documents. 
  • Receives various forms, reports, correspondence, site plans, inspection reports, architectural drawings, electrical drawings, construction drawings, construction documents, blueprints, diagrams, flood maps, SBCCI compliance reports, building permit applications, commercial site plans, land disturbing activity applications, plan revisions, soil
    surveys, product information, manufacturer literature, technical reports/articles, trade journals, codes, ordinances, laws, regulations, standards, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Communicates with supervisor, employees, other departments, County officials, property owners, residents, contractors, architects, engineers, utility companies, local/state/federal agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Operates a variety of equipment and tools associated with work activities, which may include a motor vehicle, electric circuit testing instruments, shovel, hand tools, ladder, transit, measuring devices, calculator, or other equipment. Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, permit processing, e-mail, Internet, or other software programs.
  • Provides assistance to other employees or departments as needed; performs other duties as required.

Qualifications: Associate’s degree in general building construction, construction trades, or building inspection and plan review specialties; supplemented by three (3) years previous experience and/or training that includes general building construction, construction trades, code enforcement/interpretation, and a variety of building inspection and plan review specialties; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Special Requirements: Must possess and maintain or obtain within twelve months of employment the following SBCCI certifications: Building Inspector, Building Plans Examiner, and Coastal Construction Inspector. May also be required to possess and maintain SBCCI certification in an assigned inspection specialty, such as Plumbing Inspector, Mechanical Inspector, Electrical Inspector, and/or other specialized area of inspection. Must possess and maintain a valid Georgia driver’s license.
