Performs technical work operating heavy equipment and providing semiskilled maintenance work in the construction, operation, repair, and maintenance of the City’s Public Works infrastructure and water/sewer systems.
Essential Job Functions
•Maintains and repairs assigned areas, such as: water and sewer systems at frequent intervals to insure that all aspects of the system are functioning properly; the City’s public works infrastructure and utilities, including streets, trenches, right-of-way, parking lots, sidewalks, street signage, stairs, retaining walls, water and sewer utilities, and storm drains at frequent intervals.
•Determines location of lines from the appropriate sources prior to excavation.
•Contacts residents and business owners in areas where services will be disconnected; explains when services will be discontinued or back in operation.
•Responds to complaints (water leaks, pressure loss, no water, and road and right of way conditions); evaluates the situation, and explains findings to supervisor.
•Performs routine inspection and preventative maintenance on assigned equipment; refers defects or needed repairs to supervisor; and cleans equipment.
•Operates, light, medium and heavy-sized equipment, such as mechanized broom, backhoe/loader, jet/inductor truck, sewer cleaning machinery, bulldozer, dragline, and robotic equipment; operates a variety of power construction and maintenance equipment used in the water and sewer division.
•Drives trucks of various sizes and weights in the loading, hauling, and unloading of equipment, gravel, sand, and etc.
•Performs required labor involved in construction and maintenance projects including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and back filling.
•Picks up trash and removes debris at work sites.
•Mows road right of ways; cuts trees with bucket truck; drives dump truck with snowplow and sand spreader, repairs red lights and streetlights; lays Stormwater pipe; and grades new areas in the City.
•Programs message boards.
•Reads and interprets water, sanitary sewer and storm sewer map.
•Services and repairs equipment such as chlorine machines, booster pumping stations, reservoirs, meters and sewer systems, sewer lifts, and other pumps.
•Assists in the training of employees performing the duties of maintenance, construction, and repair of City water and sewer systems, storm drainage structures, and City owned property.
•Follows appropriate safety and security standards.
•Works closely with all departments at all times to provide technical assistance, and support as needed.
•Serves as an essential staff person in the event of an emergency involving City emergency response units.
•Performs other duties as assigned.
Knowledge, Skills, and Abilities
Education and Experience -
Requires a High School diploma or equivalent; one (1) year of related work experience operating equipment for construction, maintenance, and repair of water/sewer lines, public works infrastructure, and utilities; or equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
•Knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, construction, and repair of municipal public works infrastructures, utilities; and water/sewer lines.
•Skill in operating construction vehicles (such as dump truck and jet/inductor truck), medium to heavy equipment (such as backhoe, mini excavator, street rollers, bulldozers, loaders, and compressors) and hand and power tools.
•Skill in communicating, both verbally and in writing.
•Ability to perform manual tasks for extended periods of time.
•Ability to work safely.
•Ability to work well with other division personnel.
•Ability to understand and carry out written and oral instructions.
The work is heavy work and requires exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, and walking.
Work is frequently performed outdoors under various weather conditions: often in highly hazardous traffic conditions; often exposed to wet and/or humid conditions and vibration; normally near moving mechanical parts; occasionally in high, precarious places; occasionally exposed to fumes, airborne particles, toxic or caustic chemicals; and occasionally exposed to the risk of electrical shock. The noise level in the work environment is usually moderately loud. Requires working beyond the normal workday, working on weekends and holidays, and subject to on-call as scheduled.
