Purpose of Classification:

The purpose of this classification is to coordinate and manage occupational compliance with local, state and federal rules and regulations.  

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; and initiates any actions necessary to correct deviations or violations.

Develops, implements and evaluates strategic planning and program processes, structure and policies to meet established objectives and health and safety laws, rules, regulations and guidelines.

Coordinates with medical and behavioral health services providers for physicals, Fitness-for-Duty exams, drug and alcohol testing and other medical and behavioral health services; and schedules and coordinates examinations and tests based on job requirements and industry specific health and safety laws, rules, regulations, and guidelines.

Serves as a liaison between applicants, employees and private physicians; assists with scheduling appointments; receives and reviews results of examinations and tests; and discusses employee eligibility to work and return to work requirements with private physician, applicant, employee and other County staff as needed.

Participates in the establishment and maintenance of programs to monitor health risks, disabilities and prevention issues; contributes in the design of controls for injury prevention and health surveillance related to actual and potential hazards in the work environment; and identifies prevention and health promotion strategies to optimize health of County employees.

Manages health and wellness education to County employees; coordinates routine screenings such as blood pressure, etc.; and makes presentations to employees and outside groups.

Maintains accurate medical records of patient care in accordance with HIPAA and other government policies and regulations.

Conducts audits measuring the medical and behavioral health service providers’ compliance with contractual terms; reviews billing records; verifies accurate billing of services; and initiates resolution of billing errors or other compliance issues and reports utilization rate.

Implement strategies to streamline processes and create a framework for service excellence with the utilization of technology.


Minimum Qualifications:

Bachelor’s degree in Behavioral Science, Business Administration, Health and Wellness, Human Resources, Public Administration, or related field; five years of progressively responsible experience in occupational health, employee assistance program, wellness, benefits, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:  Licensed Psychologist, Licensed Professional Counselor (LPC) or PHR/SPHR certification from HRCI required, or attain certification within one year of employment.
