This position is responsible for directing the city’s purchasing operations.  Directs all operations of the city’s procurement functions. Develops policies and procedures which maximize the efficiency of the city’s procurement process. Maintains the integrity of the public procurement process. Directs the development and implementation of strategic procurement planning on projects and for goods and services. Prepares and creates specifications for materials, services, and equipment with the city’s management to optimize quality, cost, and timely delivery criteria. Procures and supervises the timely procurement of all goods, supplies, and services needed, in accordance with all applicable federal, state and local laws, policies and procedures. Makes recommendations to Mayor and Council on the purchase of goods and services. Directs and leads the work of others. Acts as point of contact on projects for the procurement analysis of all records. Directs the sale and disposal of city surplus property. Develops and conducts internal and external procurement training. Performs related duties. 

Qualifications

Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service. Knowledge of federal, state, and local laws pertaining to municipalities and purchasing. Knowledge of federal, state, and local laws pertaining to the disposal of surplus property. Knowledge of heavy equipment, vehicles, utilities construction, and general construction. Knowledge of budget development and management principles. Knowledge of computers and job related software programs. Skill in the analysis of problems and the development and implementation of solutions. Skill in the preparation of clear and precise administrative reports. Skill in preparing and administering budgets. Skill in oral and written communication.
