JOB TITLE                            BUDGET & STRATEGIC PLANNING MANAGER

 

SALARY                                  $24.71 Hourly

 

DESCRIPTION OF DUTIES    This position is responsible for managing and directing budget activities which include creating, monitoring and analyzing all revenue and expenditure forecasts, annual budget development for all City operating and capital funds, budget to actual monitoring and reporting, collecting and analyzing performance measure of all City programs, and all activities leading up to submission of annual budget and special projects as directed. Assists in planning and overseeing the budget; assists in the preparation and administration of the annual budgets for all City funds including the 5-year Capital Improvement Plan; develops annual budget calendars and budget cycle events and target deadlines. Develops, in conjunction with department managers, and implements, monitors and reports on departmental performance measures. Communicates with Department Directors and others as needed to coordinate budget-related work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Prepares revenue projections, monitors budget structures throughout the year, and meets with departments to develop the budgets; prepares the City's Budget Book per GFOA guidelines; reviews budget requests, prepares operating base budget recommendations, facilitates budget allocations, and recommends budget adjustments, as needed. Prepares monthly budget to actual variance report and analysis. Develops and implements long and short term plans, goals, and objectives for the annual budget process; evaluates efficiency and effectiveness of operations, services, procedures, and use of resources; recommends and/or implement process modifications or improvements as needed to improve efficiencies. Attends meetings, serves on committees, and makes presentations as needed; prepares Council Summary reports as needed. Performs and oversees complex computerized accounting procedures including journal entries, general ledger entries, and balance sheet entries for various City funds and accounts. Performs internal auditing of payroll, accounts receivable, accounts payable, and other internal records for accuracy and compliance. Monitors revenue and expenditure budgets and prepares budget revisions. Performs other duties.

 

              QUALIFICATIONS                    Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with five to seven years of experience or service. Proven experience in delivering presentations to a diverse group of stakeholders. Knowledge of accounting and budgeting practices and applicable laws and regulations. Knowledge of computer based financial systems, administrative and managerial, and purchasing. Knowledge of Generally Accepted Accounting Principles and Generally Accepted Governmental Accounting Principles. Knowledge of budget development and management principles. Knowledge of computers and job related software programs. Knowledge of general trends and current developments in public sector budgeting. Skill in evaluating and developing budget administration policy and procedures. Skill in the analysis of problems and the development and implementation of solutions. Skill in the preparation of clear and precise administrative reports. Skill in preparing and administering budgets. Excellent oral and written communication skills. Skill in explaining technical financial and budgetary issues in simple, non-technical language. Skilled in the use of Microsoft Office Excel, Word and PowerPoint. Ability to establish and maintain effective relationships with those contacted in the course of work.
