Garden City is located in Chatham County, Georgia, 3 miles northwest of Savannah, in the Coastal Region. Garden City was established in 1939 and is a full-service municipality which provides everything from police and fire protection to water/sewer service, solid waste collection, street and drainage maintenance, recreational programs and facilities, code enforcement and more. Garden City has a progressive council-manager form of government, is a great place to work, live, and play.  The City currently employees 115 full and part-time employees.

The Director of Human Resources will report directly to the City Manager and performs responsibilities in the administration of the City’s HR functions. This position manages assigned HR staff and is strategically aligned with the City’s goals and objectives for growth. The Director is responsible for implementing and coordinating policies and programs covering the following: employment and recruitment, employee relations, employee wellness, compensation and benefits administration, payroll administration, orientation, training and employee development, workplace safety, insurance and employee benefits and employee services.


  • Educational level requirement is a Bachelor's degree in either Human Resources, Public Administration, or Business Administration.
  • Professional certification in Human Resources - PHR, SPHR, SHRM-CP, SHRM-SCP, or IPMA-HR, preferred.
  • Generalist Human Resources background with depth of knowledge Federal Employment Laws, of Georgia labor laws, Human Resources management, and Payroll Administration, and Employee Compensation and Benefits Administration, Employee Relations, Employee Training and Development, Workplace Safety, and Organizational Policy and Procedures.
  • Five or more years’ experience gained through increasingly responsible management positions within Human Resources, preferably in municipal government; or equivalent combination of education and experience.

In addition, this person will need to possess:

  • Excellent communicator that is accessible, cooperative, with a management ability to address Human Resources needs and issues diplomatically, thoughtfully, and equitably.
  • Strong project management skills, along with strong organizational and time management skills. Must be an excellent problem-solver with analytical and evaluative skills.
  • Ability to communicate directly and objectively about important issues without being adversarial.
  • Ability to effectively interface with all levels of employees and supervisors.
  • Ability to adapt to the needs of the organization and team members.
  • Proficient with Microsoft Office Suite, ADP Workforce Now software, as well as other HRIS systems and timekeeping platforms.
  • Must possess a valid Georgia License.

This job entails infrequent travel within the state of Georgia for Professional Development opportunities.
