The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is responsible for statewide financial reporting, oversight and management of the State’s Peoplesoft Financial and Human Capital Management system, accounting policy business process improvement recommendations, and management of the SAO Shared Service Center.

Georgia’s Enterprise Resource Planning (ERP) Team needs YOU!  The SAO for the State of Georgia is seeking an experienced, highly skilled, positive, forward-thinking information technology champion to fulfill the role of Chief Information Officer (CIO).  The CIO will lead a team of full-time and contracted Information Technology (IT) professionals through the transformation to a new ERP system as well as ensure the current system continues to successfully support the agencies and end users that depend on the system.  The CIO will work collaboratively with the SAO Executive team and SAO’s agency partners, including leaders of the Governor’s Office and Executive, Judicial and Legislative branches.

Position Summary

The Chief Information Officer will:

•    Lead the vision and strategic planning for existing technology programs and services;

•    Lead a strong team of skilled professionals within a positive and collaborative work culture;

•    Ensure functionality and nimbleness of a complex ERP PeopleSoft infrastructure, its associated technologies, and data systems while meeting federal and state standards;

•    Oversee the development and implementation of next generation technologies; and

•    Collaborate and engage department leadership and stakeholder agencies.

Compensation Package

Salary for this position is commensurate with experience and qualifications. Qualified candidates should have executive level experience in the following areas:

•    Minimum of ten (10) years of progressively responsible executive management experience directly related to managing and operating enterprise applications, telecommunication infrastructure, network security, application development, hardware life cycle management and ERP technologies preferably at a large, complex, and diverse system.

•    Setting strategic direction and oversight for the design, development, operation and support of IT systems and programs, including enterprise architecture management, application management, security and risk management, and infrastructure and operations support management to include digital strategic planning and digital transformation initiatives.

•    Planning and leading an IT transformational initiative in a complex and dynamic environment by taking advantage of emerging technologies.

•    Developing and articulating vision and direction to diverse interest groups at all levels to achieve common goals related to information technology through the establishment of collaborative relationships.

•    Providing leadership and direction to internal and external IT staff in the areas of digital transformation, service delivery, technology strategy, enterprise architecture, cybersecurity, and the application of enterprise level IT best practices to ensure effective technology services operations.

•    Directing IT services for a large organization; resource management, budgeting, business need analysis, security assessments, end-user services and vendor management.
•    Leading the process of determining the priorities, projects, and future directions of information systems and information technology systems to effectively ensure the long-term viability of the system and its services in collaboration with internal and external stakeholders.

•    Developed, recommended for approval, and implemented information systems and technology policies and procedures, including those for systems, architecture, security, disaster recovery, standards, purchasing, and service provision.

•    Understanding of government issues related to information technology.

•    Budgeting, planning, and allocating resources in a fiscally responsible manner to support the organization’s mission and business priorities.

•    Developing collaborative teams and directing, coaching, leading, and mentoring team members to ensure alignment with agency goals and performance objectives.

•    Developing plans that anticipate and prepare for industry and technology shifts, emerging threats, and organizational needs.

Knowledge, Skills and Abilities

•    Ability to be an innovative and visionary thinker with strong leadership and communication skills

•    Knowledge of enterprise system strengths, capacities, and weaknesses

•    Ability to decommission an enterprise ERP system and transformation to a new enterprise system

•    Knowledge and awareness of cybersecurity standards and risks

•    In-depth knowledge of information technology and information systems and access environments, software applications, network operating systems, cloud environments and information security

•    Strong written and oral communication skills, organizational skills, interpersonal and relationship building skills, project management skills, and ability to interact effectively with a broad range of stakeholders

•    Ability to provide broad problem-solving skills to critical, time-sensitive, and technical issues

•    Ability to research and understand ongoing advances in technology

•    Ability to negotiate with vendors

•    Ability to listen to users’ technology concerns and identify solutions

•    Ability to collaboratively coordinate with the financial and purchasing units

•    Ability to effectively manage across a federated and decentralized structure

•    Ability to function with a high degree of autonomy, creativity, and innovation, and to manage multiple tasks in a complex and matrix organization
