Summary:

 

The Deputy Director of Public Works will be responsible for directing and administering the activities of the Public Works Department, including solid waste, engineering, zoning administration, stormwater, transportation construction and maintenance, and maintenance of public facilities. The position involves planning and coordinating the programs and services of the department, formulating departmental goals, preparing the departmental budgets, and establishing standard operating procedures and policies for the department. The Deputy Director helps prepare and present the operational and capital budgets for public works totaling more than $6 million (over three funds and will be responsible for the supervision of all Public Works, currently comprised of seventy-four full-time employees with five direct reports. 

 

The Deputy Director will be expected to work closely with the City’s leadership on the following key strategies and projects:

  • Oversee the Capital Improvement Program elements related to Public Works
  • Operating Budget Oversight
  • Implementation of the City’s Strategic Plan and City Commission Work Plan
  • Update to the Citizen Request and Work Management Tool
  • Public Works Strategic Plan

Essential Functions:

 

The ideal candidate for this position will:

 

  • Provide assistance to property owners, developers, business operators, citizens groups, and others involved in the development of the property.

 

  • Assist in resolving conflicts with residents and customers by responding to citizens' problems, complaints, and questions regarding public works such as transportation, storm water management, solid waste, and other public works areas.

 

  • Provide advice and recommendations regarding the City's urban design and development goals.

 

  • Possess a proficiency or understanding, interest, and capacity for innovative and contemporary practices in as many of the following key areas as possible: 
    • active transportation, 
    • urban signage, 
    • urban parking, 
    • traffic calming, and
    • pedestrian, bicycle, and automobile safety and connectivity.  

 

  • Assist the public in understanding codes and ordinances.

 

  • Represent the City in discussions and negotiations with governmental agencies and private organizations interested in development in the City.

 

  • Develop and administer contracts for construction and services.

 

  • Compile and prepare various memoranda, reports, and records; compose letters and other correspondence.

 

  • Manage department-related budgets, prepare budget proposals and oversee the department purchasing activities.

 

  • Review expenditures and purchasing for departments as required by performing financial responsibilities such as coordinating the preparation of capital improvement and operating budgets for the Public Works Department, monitoring and projecting revenues and expenditures, prioritizing capital projects and equipment items, and implementing procedures to increase efficiencies.

 

  • Perform project management duties to include the selection of design consultants, contract administration; review of construction documents; bid preparation, review, award recommendation; and construction management and inspection through project completion.

 

  • Provide staff support to various citizen task forces as needed.

 

  • Assist in the preparation of sanitation assessments

 

  • Supervise department support staff; assist in hiring, training, motivating, disciplining, evaluating, and terminating employees.

 

  • Develop and implement policies and procedures to enhance the department's operation.

 

  • Develop and implement project/construction management training and certification programs.
  • Consult regularly with the City Manager, Assistant City Manager, department heads, and division heads regarding City's needs and responsibilities.

 

  • Attend City Commission work sessions and meetings to provide assistance and information as needed.

 

  • Perform related work as necessary

Required Education and Experience:

  • Requires a bachelor's degree in public or business administration engineering, architecture, landscape architecture, planning, or related field with an emphasis in public administration.
  • A Master's degree is strongly preferred. 
  • Requires three to five years of management experience in local government with at least three years of supervisory experience.
  • Must possess a valid Georgia Driver's License.
  • Must be available for emergency call-ins on weekends, evenings, and holidays.
