The City of Brookhaven, located in metro Atlanta, is seeking highly qualified applicants for a Facility Services Director. This is a position within the Facilities Services  Department.

 

JOB SUMMARY
The purpose of this position is to oversee and direct the day-to-day operations of the City of Brookhaven facilities.  This includes the management of the City Hall Building, the Public Safety Building, our Parks & Recreation Buildings, restrooms, pools, parking, etc. as well as newly acquired properties.   The primary responsibility in this position is to ensure that all buildings are in a sound structural, mechanical, and electrical condition which will require the incumbent to be familiar with building management in the areas of electrical, plumbing and heating, HVAC, life safety systems, roofing, and generators to ensure a preventative maintenance plan is in place for all areas. The Director is charged with the creation and implementation of a Master Plan and preventative maintenance plans for each of the above areas.  Work is performed under the general direction of the Assistant City Manager.

 

ESSENTIAL JOB FUNCTIONS:

•    Responsible for the overall planning, organizing, and maintenance oversight of City of Brookhaven buildings
•    Provides various levels of services at each location to include minor maintenance and repair which includes directing and inspecting work performed by employees
•    Develops comprehensive plans and supervises the program; establishes and maintains partnerships and effective working relationships with other departments, agencies, local businesses, community groups, and professional organizations to ensure and maintain the integrity of all City of Brookhaven-owned buildings
•    Regularly conducts safety and quality inspections of all City of Brookhaven buildings, immediately addressing findings or concerns that are below standards or have the potential to put the City of Brookhaven at risk
•    Ensure the buildings are maintained in a safe, secure, and clean manner that meets OSHA, ADA requirements, and life safety code
•    Directs the construction, management, and maintenance of the department’s physical resources (COB buildings), establishes priorities, policies, and procedures to ensure an acceptable level of maintenance and repair for each
•    Oversees the department’s capital improvement projects; assists with design for facilities; recommends the selection of consulting firms and negotiates and administers contracts with consultants, engineers, architects, or other service providers
•    Manages the department’s fiscal responsibilities to include preparation of the operating and capital budgets, prepares needed RFPs, manages purchasing and contracts related to facility services, recommend service needs to include energy-efficient equipment and supplies
•    Works with the Assistant City Manager on the annual capital improvement plan, building upgrades, facility projects, and preventative maintenance programs
•    Works collaboratively with stakeholders to identify and sustain green work in the areas of maintenance operations and new and existing construction
•    Serves as the department’s risk manager; ensures buildings provide for the safety and well-being of employees, program participants, and the general public visiting and using COB facilities; meets with the Assistant City Manager to apprise and discuss any infrastructure concerns
•    Manages and directs staff on daily assignments, work schedules, completes evaluations, performance management, provides the necessary training, works to develop staff to ensure they have adequate skills to perform the work as needed
•    Directs the establishment and management of department records, files, and databases; and maintains the official records of the department

MINIMUM REQUIREMENTS TO PERFORM WORK:

•    Bachelor’s degree in Construction, Engineering, Building Maintenance or related required, Master’s degree preferred
•    Ten (10) years of progressively responsible experience managing facilities and resources;  or equivalent education, and/or experience
•    Must possess and maintain a valid Georgia’s driver license; and
•    Must possess a Building Operator Certification or equivalent certification; or obtain within one year of hire
•    Certified Project Manager a plus


KNOWLEDGE, SKILLS, and ABILITIES: 

•    Knowledge of the philosophy, theory, principles, practices, techniques, and equipment of public facilities  
•    Knowledge of policies, procedures, and strategic direction of facilities city strategic planning efforts
•    Knowledge of policies, procedures, and strategic direction of the City Facilities Department. 
•    Knowledge of codes, state laws, and ordinances applicable to building maintenance 
•    Knowledge of the principles and practices for allocating and managing assigned resources including staff, budgets, facilities, and equipment. 
•    Ability to develop and administer overall City-wide facilities management program 
•    Ability to function in a director capacity for a major organizational unit requiring significant internal and external interaction 
•    Ability to synthesize, hypothesize and/or theorize concerning data involving modification of existing policies, strategies, and /or methods to meet unique or unusual conditions.  
•    Ability to apply principles of logical functions; deal with several concrete and abstract variables and analyze major problems that require complex planning for interrelated activities that can span one or several work units.
•    Ability to exercise judgment, decisiveness, and creativity in situations involving broader aspects of organizational operations, moderately unstable situations, or the direction, control, and planning of a department
•    Must have prior experience managing vendor contracts
•    Must be familiar with reading and understanding blueprints
•    Must be familiar with software systems that support the management of multi-facilities

•    Outside or the core business hours, weekends on call, and holidays, primarily in emergencies, and in accordance with project schedules will be required to ensure the upkeep and integrity of City of Brookhaven buildings
