General Statement of Job

The Downtown Manager is responsible for managing the City’s downtown development program, including business development/recruitment, existing business outreach, event facilitation, and promotional initiatives. This position is responsible for planning, organizing, and administering the downtown program and events to promote positive quality of life, increased downtown visitation and fundraising opportunities in the City of Kingsland and Downtown District.

Specific Duties and Responsibilities

Essential Functions:

Coordinates the activities of downtown development related committees and volunteers, ensuring that communication between committees is well-established and assists committees with implementation of work plan items.

Manages all administrative aspects of the downtown development program including Mainstreet program and reporting, event planning, and maintaining downtown businesses, property and asset inventory.  Prepare and present data in monthly report format to update DDA Board and Executive Director regarding all activity and results.

Proposes, develops and coordinates special events in the City; assists with the development and management of the budget for events; manages contracts; manages event expenses; coordinates City staff as assigned to work events; recruits and manages volunteers; secures vendors and compiles vendor database; maintains inventory of supplies and equipment;

Assists the Executive Director, Board of Directors and committees in developing an annual action plan for implementing a downtown revitalization program focused on the aspects of design, historic preservation, promotion, organization, management, economic restructuring, and development.

Assesses the management capacity of major downtown organizations and encourages improvements in the downtown community's ability to undertake joint activities such as promotional events, advertising, uniform store hours, special events, business recruitment, parking management, and so on. 

Assists in the coordination of joint promotional events, such as seasonal festivals or cooperative retail promotional events in order to improve the quality and success of events to attract people downtown.

Reports to and works with Executive Director and staff to create and implement strategies for promoting events and activities through multiple media and social media outlets;

Helps build strong and productive working relationships with appropriate public agencies at the local and state levels.

Monitors the program's success by developing and maintaining data systems to track and assess the progress of the downtown development program. These systems should include economic monitoring, accurate and up-to-date tax base information, individual building files, thorough photographic documentation of all physical changes, and information on job creation and business retention.

Responsible for performing a variety of administrative, technical and professional work in the preparation and implementation of economic development plans, programs and services for the City of Kingsland

Represents the City at the local, state, and national levels to important constituencies. 

Works to secure and collect special event sponsorships from local business and the regional business community; tracks expenditures to ensure compliance with established budgetary guidelines;

Promotes City facilities and local amenities to potential private event organizers; supports customers by providing information concerning private event applications; plans for and coordinates the scheduling of private events on City property; determines compatibility of events with facilities; meets with user groups to educate them on fees, processes, insurance, and rules and regulations; informs affected departments about upcoming events and serves as onsite contact;                                            

As needed, assists with the staffing of the City’s welcome center; splits day-to-day calls; answers visitor inquiries both in person and online;
