JOB SUMMARY

Under general direction, assists in the administration and supervision of the Police Department; directs, manages, supervises, and coordinates the activities and operations of an assigned unit, team, or division within the Police Department. Coordinates assigned activities with other divisions, departments, and outside agencies; provides responsible and complex administrative support to the Captain, Major, Deputy Chief and Chief of Police.

ESSENTIAL JOB FUNCTIONS

·Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

·Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work activities; consults with assigned staff, assists with problem situations, and provides technical expertise.

·Communicates with Captain, commanding officers, supervisory personnel of adjoining shifts, other units/ divisions, and other individuals to gather/exchange information on orders, problems, special situations, or other areas requiring attention; relays pertinent information to assigned staff; coordinates work activities with those of other units/divisions and law enforcement agencies; provides assistance to commander as needed; performs the duties of Captain in absence of same.

·Enforces all applicable codes, ordinances, laws, and regulations (including traffic, criminal and civil) to protect life and property, prevent crime, and promote security.

·Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, general orders, policies, and procedures; assists in ensuring adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.

·Performs administrative tasks; provides budgetary input; processes employee time sheets; develops work/vacation schedules to ensure adequate coverage; develops directed patrol assignments based on patterns of criminal activity in the community; prepares schedule of court dates for officers; assists in conducting roll call briefings to dispense information, make patrol assignments, or conduct roll call training.

·Reviews/approves reports/documentation completed by assigned personnel to ensure accuracy, completeness, and legality.

·Communicates with supervisors, officers, employees, dispatchers, other division/departments, law enforcement agencies, fire personnel, emergency/medical person, jail personnel;, court officials, attorneys, victims, complainants, prisoners, suspect, students/parents, school teachers/officials, the public, the media, outside agencies, and other individuals as needed to obtain information, coordinate activities, review status of work, exchange information, resolve problems, or give/receive advise/directions.

·Responds to complaints and questions related to law enforcement issues and activities; mediates civil disputes; provides information, research problems, and initiates problem resolution.

·Creates/maintains positive public relations with the general public; maintains and promotes peace and order in the community; provides education and information to the public on laws, law enforcement, crime prevention, drug abuse, gang awareness, safety, and related issues.

·Attends shift meetings, training sessions, and seminars as required to remain knowledgeable of departmental operations/activities, to promote improved job performance, and to stay current with changing policies, procedures, codes, and criminal/civil case law; participates in physical fitness training and continuing education activities; reads professional literature; maintains professional affiliations.

·Performs other duties as required.

MINIMUM QUALIFICATIONS

Education and Experience:

 Requires at least seven (7) consecutive years of experience as a law enforcement officer and at least two (2) years of experience in the capacity of a sergeant or above (such years of service do not necessarily have to be included in the seven consecutive years of service) and a minimum - 30 hours of college credits from an accredited academic institution with a valid transcript at the time of testing in criminal justice, business administration, public administration, psychology and/or related field required; (Associate Degree is preferred).

Special Qualifications:  

Eligible to and obtain (within 9 months after date of employment) or in current possession of a valid Georgia Basic Peace Officer Standard Training (P.O.S.T.) certification. Eligible to obtain or in current possession of a valid Georgia driver's license.

  • Ability to evaluate, audit, deduce, and/or assess data using established criteria; ability to exercise discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.
  • Ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility.
  • Ability to operate and control the actions of equipment, machinery, tools, and/or materials requiring complex and rapid adjustments.
  • Ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
  • Ability to perform addition, subtraction, multiplication, and division; may include ability to count, record counts, and perform basic measuring.
  • Ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Ability to exercise judgment, decisiveness, and creativity in situations involving evaluation of information against measurable or verifiable criteria.

PHYSICAL DEMANDS

Work may be both sedentary in an office environment and in the field. Fieldwork may subject incumbent to extended periods of physical and mental exertion under highly stressful situations. The employee must be proficient with departmental equipment. The individual must have correctable hearing, visual and speaking abilities to perform assigned duties. Visual acuity in both eyes, normal color vision, good accommodation; recognize differences or changes in sound patterns; sit or stand for prolonged periods; walk, run, kneel, stoop, crawl and crouch; push, pull or drag an adult (averaging 150 pounds); lift and carry boxes of evidence (average 30 pounds); use force to restrain/subdue others; work efficiently for long periods of time.

·Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.

·Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.

·Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

·Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.

·Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

WORK ENVIRONMENT

Work may be performed with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, hazardous materials, machinery, vibrations, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, violence, animal/wildlife attacks, animal/human bites, explosives, firearms, or rude/irate customers.
