 Job Summary

This position serves as primary contact person in person and by telephone on a daily basis with the public, issues building permits, and performs administrative and technical duties in support of the department’s planning and zoning operations. This position must be able to work efficiently with minimal instruction or supervision. This position works under the supervision of the department Director.

Essential Functions

Provides administrative and technical support for the Director, Planning and Zoning Manager, and Code Enforcement Officer.

Establishes and maintains systems to ensure that all files, letters, reference manuals, field inspection reports, permit files, site plans, construction plans, and other data or material is maintained in an organized fashion.

Ensures that all permit files, plans, specification documents, and related documents are maintained in the physical filing/organization system and/or scanned to the electronic records management system.

Receives and screens office visitors and telephone calls; resolves or refers citizen or customer complaints.

Answers Civic Plus (internet inquiries) as it pertains to building and licensing.

Explains policies and applicable ordinances, regulations, and permitting process and requirements to customers.

Provides technical information/assistance to the general public, professionals, elected and appointed officials, appointed citizen boards, and other Meriwether county staff regarding complex zoning classifications and ordinance and plan-related information.

Reviews building permit applications for compliance with ordinance requirements; reviews batterboard inspections for non-residential development for compliance with set-backs; performs final site inspections for non-residential development for compliance with buffers, and screening requirements; reviews foundation surveys for residential development for compliance with setbacks; attends meetings to review various projects.

Issues and/or tracks permits through the permitting process, beginning with application acceptance, plan review, inspections and permit closure.

Accepts and reviews plans, checks for completeness, and issues building permits.

Receives, records, and issues all business and alcohol licenses.

Processes payments for permits and routes plans to Planning and Zoning Manager to initiate review process.

Schedules inspections and contacts requestor if there are issues.

Processes requests for Certificates of Occupancy/Completion for approval by Building, Planning, Zoning and Community Development Director.

Troubleshoots, investigates, and resolves all permit issues.

Provides administrative support as Secretary to the Zoning Board of Appeals and Planning Commission; attends public meetings; records, dictates, disseminates, and maintains agendas and minutes; prepares and distributes legal notices to the print media; prepares copies of public hearing applications and ordinance and plan amendments. May be asked to attend other meetings and to take notes or furnish information as required.

Responds to Open Records Requests and keeps records of information provided.

Prepares building permit reports and other reports as needed for department.

Maintains knowledge of relevant Meriwether County ordinances, fee schedules, building division policies and procedures, and contractor licensing requirements.

Maintains general knowledge of State of Georgia adopted building codes and relevant State and Meriwether County regulations.

Assists Code Enforcement Officer with zoning violation complaints.

Prepares monthly census report for all buildings in the County.

Prepares purchase orders; purchases supplies for the department.

Assists in obtaining addresses for new parcels (homes) with E911 Director.
