The City of Milton is looking for a highly qualified individual to serve as our Chief Building Official. 

The Chief Building Official manages and directs the programs and activities of the Building Division within the Community Development Department that includes permit processing and plan check functions to ensure compliance with adopted codes, including the International Building, Plumbing, and Mechanical Codes, and the National Electrical Code, and local ordinances, standards, policies, and laws. This classification assists with the most complex inspections and provides fiscal oversight for program budget. The Chief Building Official manages a staff of professional and technical fulltime employees and provides daily direction, planning, scheduling work activities, and monitoring to ensure consistent and uniform application of codes and standards.

Typical duties include:

• Supervises the operation of the City’s Building Division and is responsible for coordination across departments and divisions to assure timely plan review, permit issuance, inspection, and follow up to inquiries regarding permits, building codes, and related municipal ordinances.
• Establishes and implements permitting requirements related to the Building Division.
• Establishes, maintains, and monitors performance measures and metrics, both internal and external.
• Resolves complex technical and administrative work problems, as well as sensitive customer service issues. Coordinates reviews of highly technical, specialty, or complex projects.
• Approves issuance of Certificates of Occupancy/Completion. Reviews and accepts third-party inspections and reports of special inspections
• Issues, lifts, and maintains records of Stop Work Orders, Notices of Violation, and building code violation cases. Initiates appropriate action for work performed without a permit and dangerous/uninhabitable buildings. Testifies in related court cases as necessary.
• Directs the abatement of structures that fail to meet the minimum housing or building standards.
• Maintains appropriate records on nonconforming building usage and nonconforming structures.
• Performs other related duties as required.

Minimum Qualifications:

Bachelor's Degree from an accredited college or university in civil or structural engineering, architecture, architectural engineering, construction management or closely related field; and six (6) years of increasingly responsible experience in construction building inspection, building design, plan review, civil engineering, or closely related field, at least three of which must be in a supervisory role; or, any equivalent combination of education and experience.

Certifications as Plumbing, Mechanical, Building, or Combination Inspector or Plan Examiner by the International Conference of Building Officials or the International Code Council.

Strong preference will be given to applicants that possess a CBO certification if not certified by ICC as a Chief Building Official, applicant must demonstrate he/she is in the process of getting the certification or must obtain it within 6 months of employment.
