Crime Analyst

The City of Brookhaven, located in metro Atlanta, is seeking highly qualified applicants for crime intelligence professional in the Police Department. Based on background, education and experience, they may be placed in a Crime Analyst role or a Criminal Intelligence Analyst role. The successful candidate must possess knowledge of law enforcement administration, practices and processes; criminal analysis methods, including geographic information systems; intelligence analyses methods; and report preparation and record keeping.

Job Summary:

This position is responsible for performing criminal analysis duties in support of the City of Brookhaven Police Department.

Essential Job Functions for Crime Analyst (Forensic Science):

•    Performs intelligence analysis; aids in clarification of cases with multiple suspects and witnesses, or involving multiple businesses; assists in the investigation of major cases with multiple suspects, a pattern, or similar trends. 
•    Performs tactical crime analyses, strategic crime analyses, and administrative crime analyses. 
•    Participates in special projects. Assists the patrol unit with mapping of all CID information. 
•    Identifies crime patterns. Initiates and disseminates crime analyst reports and data related to crime series, trends, patterns, and suspect individuals. 
•    Works with other law enforcement agencies as necessary. 
•    Attends department meetings, seminars, and training sessions. 
•    Performs other related duties as required or assigned.
 

Essential Job Functions for Criminal Intelligence Analyst:

•    Researches, analyzes, evaluates, and correlates criminal information and intelligence in order to determine reliability and content validity, develops investigative leads and links, and distinguishes patterns and trends 
•    Utilizes modern research methods, including research design and advanced statistical analysis to identify and evaluate crime series, trends, and patterns 
•    Collects and compiles information and statistics to generate intelligence data for support in investigations and tactical operations 
•    Provides timely, accurate, and actionable information and intelligence regarding past, present, and future crimes and crime trends 
•    Converts raw data to actionable criminal intelligence information 
•    Organizes and maintains manual information sources, files and automated systems for storage and retrieval of data 
•    Creates, prepares and reviews various information/intelligence documents (e.g., weekly/monthly reports, articles for publication, bulletins, training material, memos, letters, webpages, etc.) to disseminate accordingly 
•    Makes written and oral presentations, using maps, charts, and graphs, to inform police officers, detectives, investigators, and Command Staff of emerging or existing crime series, patterns and trends 
•    Writes comprehensive reports based on data analysis and investigative analysis 
•    Monitors social media on a daily basis, including Facebook, Twitter, and other relevant social media sites, for information concerning past and potential future local crime and events 
•    Tracks stolen goods on websites such as Craigslist and EBay that have Brookhaven connections 
•    Utilizes Internet based camera feeds for all City of Brookhaven-owned digital video cameras as well as other public agencies and private companies operating within Brookhaven (i.e., D.O.T, etc.,) to assist officers in identifying criminal activity, accidents, or hazardous conditions that are under investigation
•    Provides analytical support to operational divisions within the department for strategic and tactical decisions, presents analysis and statistics in various internal and external forums, and participates and provides information to Police/City committees 
•    Develops and maintains liaisons with other criminal justice personnel within and outside the department 
•    Attends regional meetings of law enforcement personnel to share and receive information on crime series and trends, wanted suspects, and major cases 
•    Responds to ad hoc requests from the Chief, Deputy Chief, Majors and other units of the department for meetings and briefings 
•    Trains departmental staff in tasks associated with the development and maintenance of analytical systems, identifies information gaps and future collection requirements and makes appropriate recommendations to streamline data collection processes 
•    Attends training and studies current literature on research methodology, police issues, and current law enforcement technology, while making appropriate recommendations for improvements in crime analysis/intelligence analysis practices 
•    Analyzes computer output for completeness and accuracy and makes necessary corrections or updates 
•    Assists in the design, testing and/or maintenance of operational databases, analytical software, hardware, and peripheral equipment to enhance the quality of work product, improve productivity, and ensure equipment is functioning properly 
•    Performs other duties as assigned

Crime Analyst salary range is $42,406 - $55,128 and the Criminal Intelligence Analyst salary range is $49,922 - $64,899.

Minimum Requirements for Crime Analyst:

Bachelor's degree (Master’s degree preferred) in Business, Public Administration or Law Enforcement;
Two (2) years management process analysis and/or criminal analysis experience and preparation of comprehensive written reports;
Or equivalent education, and/or experience; and
Must possess a valid driver’s license.

•    Knowledge of crime analysis methods, including geographic information systems. 
•    Knowledge of statistical analyses. Knowledge of department and city policies and procedures and federal, state, and local laws and regulations. 
•    Knowledge of intelligence analyses methods. 
•    Knowledge of management and supervisory techniques. 
•    Knowledge of the budget process.
•    Knowledge of the resources available in the intelligence community. 
•    Skill in the use of specialized software, Arcview GIS, Analyst Notebook, video editing software, camera viewing software, Lexis Nexis, Tiburon RMS, CAD, Crystal Reports, and Web design. 
•    Skill in the use of computers and other standard office equipment. 
•    Skill in planning, organization, and decision making. 
•    Skill in oral and written communication.
 

Minimum Requirements for Criminal Intelligence Analyst:

Bachelor's degree (Master’s degree preferred) in Business, Public Administration or Law Enforcement;
Three (3) years management process analysis and/or criminal analysis experience and preparation of comprehensive written reports;
Or equivalent education, and/or experience; and
Must possess a valid driver’s license.
Two (2) years of supervisory experience highly preferred.
Association of Crime Analysts (IACA) Crime Analysis Certification preferred.

•    Perform detailed work with a high degree of accuracy.
•    Ability to work with sensitive / confidential information while maintaining confidentiality of such information.
•    Establish and fulfill goals and objectives as directed by the supervisor.
