Director of Economic and Community Development

The Heart of Georgia Altamaha Regional Commission’s (HOGARC) Community & Economic Development Division provides technical assistance to local governments in identifying projects to improve community programs and facilities in the areas of street paving and drainage, water and sewer, public buildings, neighborhood revitalization, streetscape and pedestrian facilities, as well as police and fire department facilities, equipment, and vehicles; and developing related grant and loan applications, and administering funded projects. This division’s activities are designed to promote regional economic development, to assist local communities in increasing their economic development capacity, identify funding to assist with the location and expansion of new and existing industry, and to facilitate activities which encourage business development and job creation in order to enhance the standard of living for area residents. The HOGARC’s Comprehensive Economic Development Strategy (CEDS) identifies problems and barriers to economic development and proposes strategies to overcome these barriers.

SPECIFIC RESPONSIBILITIES:

  • Develop and implement the Comprehensive Economic Development Strategy for the HOGARC Region, and otherwise provide the actions and reports necessary to satisfy the Economic Development Administration and keep the RC as a federally designated “Economic Development District;”
  •  
  • Develop and maintain positive working relationships with local governments, chambers of commerce, development authorities, and state/federal agencies concerned with community and economic development of the Region;
  • Supervise the provision of technical assistance to local governments, local development authorities, and local chambers of commerce in helping them access and utilize grants, loans, and other programs which enhance the regional and local economy, or otherwise provide for improved community development;
  • Supervise proposal development, program application, project management and administration necessary to access various funding sources and implement desired community and economic development projects;
  • Develop appropriate contracts for the provision of RC technical assistance;
  • Satisfy the contract and reporting requirements of local, state, and federal contracts received for administration and otherwise provide technical assistance to assure effective and quality outcomes and excellent service provision;
  • Develop and market means, programs, technical assistance, and funding sources which improve the local quality of life, enhance infrastructure development, prepare for future or enhance existing community and economic development, address identified problems, or otherwise improve the efficiency or effectiveness of local governments operations and services;
  • Research and seek additional funding sources for the RC;
  • Assist in identification and definition of region-wide problems, issues and opportunities, and the development of goals, objectives, and programs to address the identified areas;
  • Provide liaison with state and federal agencies on behalf of local governments, the RC, and the HOGARC Region; and
  • Perform other tasks and duties assigned.

 

KNOWLEDGE/SKILLS:

Knowledge and proficiency in grant writing and administration; understanding of governmental management and operations; and financial and programmatic management. Must have skills in interpersonal and public relations; program development and implementation; personnel supervision; research, analysis, and interpretation; and oral and written communications. Must be able to be creative, work independently, accept direction, and nurture professional relationships.

 

EDUCATION AND EXPERIENCE:

This position requires a bachelor’s degree at a minimum. Master’s Degree in Public Administration, Planning, or equivalent in a related field plus four years relevant experience preferred.

Salary: $45,000-$55,000 a year
