The City of Woodstock, Georgia is seeking a Parks and Recreation Director. This full-time position is the highest-ranking managerial position within the department responsible for oversight of the City’s Parks and Recreation facilities, activities and personnel. The incumbent performs professional, administrative, and supervisory work to execute required duties. Work is performed with a great deal of flexibility and independence with only minimal guidance from the City Manager.

Exercises supervision directly or through subordinate supervisors over recreation, events coordination, maintenance and clerical support staff.

JOB RESPONSIBILITIES

Directs the administration of all Parks and Recreation Department programs, operations, and facilities to include, but not limited to, the planning and implementation of a comprehensive program of leisure services and the planning, design, financing, construction and maintenance of all recreation facilities. Facilities include the Northside Hospital-Cherokee Amphitheater, Greenprints Trail System, Woofstock Dog Park, William G. Long Senior Center and multiple other parks.

Manages and coordinates the department’s accreditation process with CAPRA.

Directs the development of short-and long-range plans for the department, including coordination of formulation and implementation of a ten-year comprehensive recreation master plan for the City of Woodstock.

Promotes departmental programs, official plans, policies and procedures by making presentations to staff, community groups, the general public and the media; ensures adequate marketing of all leisure services offered to citizens and responds to public inquiries.

Develops departmental policies and procedures; implements policies and procedures approved by City Council. Researches and requests programs available from other agencies. Implements programs to respond to community needs.

Hires, trains, evaluates and counsels department staff to include personnel handling events coordination and staff supervising community groups and volunteers assisting with parks and recreation programs. Provides recommendations as to promoting, demoting, transferring, disciplining or terminating department employees.

Oversees staff that coordinate, plan and promote special events of the City of Woodstock that enhance and promote the community and economic development of Woodstock. Events include, but are not limited to: Arbor Day, Memorial, Great American Cleanup Day/City-Wide Yard Sale, July 4th, Farmers Market, Brown Bag Luncheons, Summer Concert Series, Movies in the Park, Fall Festival, Kids Fest, and Holiday Jubilee. Prepares press releases, social media and advertisements involving special events.

Coordinates public meeting notices, press releases, and special advertisements as it pertains to City and department activities.

Determines work procedures, prepares schedules, performs and expedites workflow. Issues written and oral instruction. Assigns duties and examines work for exactness, neatness and conformance to policies and procedures. Maintains harmony among workers and resolves grievances.

Attends Parks and Recreation Advisory Board Meetings and serves as liaison between the City and the Board providing support to the Board as needed.

Prepares the annual departmental budget including documentation of budget requests; monitors expenditures under the existing budget.

Performs statistical analysis and prepares reports. Prepares a variety of studies, surveys, and related information for decision making purposes.

Solicits for bids as necessary and prepares documentation (including contracts) for City Attorney and City Council approval.

Appears and presents information before City Council, Parks and Recreation Advisory Board, community groups, and other government agencies.

Coordinates department events with other departments and agencies.

Peripheral Duties
Serves as a member on various employee committees or other inter-governmental committees as assigned.

Education and Experience:

  • Graduation from a four-year college or university with a degree in parks and recreation, public administration or closely related field;
  • Five (5) to seven (7) years of responsible experience as Director or as Assistant Director with a proven track record of building and maintaining a highly successful Parks and Recreation Department, or
  • An equivalent combination of education and experience that yields the necessary knowledge, skills and abilities.

 Necessary Knowledge, Skills and Abilities:

  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require five to seven years of related experience.
  • Knowledge of the principles and practices of public and recreation administration. Knowledge of the theories and techniques of recreation service delivery for a variety of populations. Knowledge of relevant laws, departmental and safety guidelines, and city codes, policies and procedures.
  • Ability to compile comprehensive reports. Ability to communicate effectively, orally and in writing, with employees, the media, community groups, other governmental agency representatives, City officials and the general public. Ability to supervise department employees and volunteers.
  • Knowledge of federal, state, and local laws, building codes, and safety regulations pertaining to recreation and park facilities. Knowledge of recreation maintenance and repair techniques. Knowledge of budgetary processes and procedures.
  • Experience with grant writing.
  • Knowledge of risk management best practices, insurance safety guidelines and developing safety plans and procedures.

While performing the duties of this job, the employee works with moderate frequency in outside weather conditions. The employee works with moderate frequency near moving mechanical parts and in high, precarious places and is exposed to wet and/or humid conditions, fumes and airborne particles, and vibration on moderately frequent basis.

The noise level in the work environment is frequently quiet to moderate but may be loud in the field during special events.

SPECIAL REQUIREMENTS
Valid State of Georgia Driver’s License (or the ability to obtain one within thirty days).

SPECIAL CERTIFICATIONS/EXPERIENCE

  • Certified Park and Recreation Professional (CPRP) is required.
  • Certified Park and Recreation Executive (CPRE) is preferred.  

Experience with a CAPRA (Commission for Accreditation of Parks and Recreation Agencies) accredited agency preferred.

Hiring Range: $86,567.74 - $135,931.00 annually, based on experience and qualifications.
