This position directs and coordinates the full range of building construction and site development regulations.


  • Provides highly responsible and technical staff assistance to the Director of Planning and Community Development, as well as other City officials, as appropriate.
  • Performs specialized technical work in the enforcement of the Building Code and related regulations and plans, with the responsibility for direct regulatory administration or supervision of plan review, enforcement, and inspection of building construction, erection, repair, addition, remodeling, demolition, and alteration projects that require permitting indicating compliance with building, plumbing, mechanical, electrical, gas, fire prevention, energy, accessibility and other construction codes as required by state law or municipal or county ordinance.
  • Performs specialized technical work in the enforcement of the Subdivision Regulations and related ordinances and codes, with the responsibility for direct regulatory administration or supervision of site development including erosion and sediment control.
  • Oversees and/or performs inspections of building construction, electrical, plumbing, or mechanical installations. Employees assigned to this classification have considerable public contact and must exercise discretion, tact, and diplomacy in explaining code requirements, answering questions, and resolving problems.
  • Interacts with the Planning & Community Development Department staff and other city employees when the investigation or inspection requires their assistance or knowledge.
  • Assists in providing staff support to the Mayor and City Council and related groups by attending meetings and providing technical guidance on building and development issues, as needed.
  • Assists other staff members with interpreting and enforcing the City’s codes and ordinances.
  • Receive and review building, and development plans submitted to the Building Department office; review drawings to ensure conformance to building, electrical, plumbing, mechanical, energy, and handicap accessibility codes; review permits before issuing and/or inform parties of deficiencies in plans; assure contractors and others are aware of needs.
  • Monitor and analyze Federal and State legislation and regulations relating to economic, community development, and construction to determine impact and concerning regulatory requirements.
  • Calculate and issue building and development permits.
  • Assist in the preparation of the yearly MS4 report.
  • Participates in the preparation of daily, special, and periodic reports.
  • Maintains equipment, supplies and facilities as needed.
  • Recommends improvements for relevant Departmental operations.
  • Notifies superiors and key administrative personnel of major incidents, accidents, or emergencies.
  • Exchanges information and coordinates efforts and activities with other City departments.
  • Provide assistance during emergency situations.
  • Assists back-up in various departments.
  • Performs related duties as assigned.


  • Grade 18
  • Salary Range: $60,945 - $83,283
