This is a professional position that directly and indirectly affects various activities of the City. The Special Projects Manager oversees various high-level projects as assigned by the City Manager.

Major Duties:

• Oversees and manages the flow and exchange of information
• Organizes cross departmental teams to work on assigned projects
• Monitors and tracks projects from initiation to completion
• Analyzes complex problems and develops solutions
• Ensures compliance with Mayor and City Council expectations and with City, State, and Federal laws, policies, regulations, and operating agreements
• Leads the development of strategies and operational plans for all external affairs including business and community relationships, government, and legislative affairs
• Serves on various internal committees
• Represents the City Manager and Deputy City Manager as needed
• Provides the City manager’s perspective to reports, briefings and presentations of senior leadership
• Formulates policy and program recommendations which support and enhance City-wide goals
• Establishes and nurtures highly effective relationships with employees, customers and stakeholders that support and advance business goals and objectives
• Creates and sustains an environment which supports decision making and accountability at all levels in the organization
• Articulates changes in organizational and business priorities to staff in ways that encourage action and support
• Plans and reviews work related to department and citywide budget
• Prepares executive level reports for the City Manager and elected officials as needed
• Performs other duties as assigned

Minimum Qualifications: Bachelor’s Degree required; Master’s degree preferred; three (3) years of increasingly responsible experience in local government, or equivalent combination of education and experience.
