JOB SUMMARY

This position, under general direction of the City Engineer, performs technical work and inspections to ensure that the site and roadway construction on all development projects under the City’s jurisdiction adhere to City ordinances and specification.  This position assists the City Engineer in the planning and design of capital improvement projects and ensuring they are constructed according to plans and specifications.

ESSENTIAL JOB FUNCTIONS

  • Inspects construction in progress and completed projects: inspects drainage and roadway infrastructure in developments, including residential subdivisions as well as commercial and industrial developments
  • Ensures compliance with City ordinances and policies
  • Inspects construction on transportation capital improvement projects to ensure compliance with project specifications
  • Inspects construction in City rights-of-way by utility companies, businesses, citizens, and other agencies to ensure compliance with City ordinances and policies
  • Inspects traffic control as well as erosion control measures in place on development, capital improvement, and rights-of-way projects to ensure compliance with City, State, County and Federal requirements
  • Communicates building requirements for new construction: meets with owners, engineers, contractors, developers, utility companies, and citizens to review and explain ordinance and specification requirements and violations or potential violations; and conducts pre-construction meetings with contractors, developers, utility companies, and City, State, and County representatives when applicable
  • Assists the City Engineer as required: obtains data and measurements related to construction estimates and evaluations of existing infrastructure including drainage, pavement, pavement markings, and signage
  • Develops cost estimates for capital improvement projects; develops maps and drawings to be used as part of project bid documents
  • Gathers data for traffic studies as well as roadway safety and drainage evaluations; and gathers information related to citizen inquiries related to transportation and drainage infrastructure
  • Records information to document inspections: maintains a variety of logs and records related to inspection activities; and maintains “As-Built” drawings of construction projects
  • Coordinates efforts with the Public Services, Planning and Zoning, Building Inspection, and other staff or agencies, as needed
  • Consult at permitting/front counter with property owners, contractors, and the public interpreting and explaining rules, regulations, ordinance, and standards
  • Conducts and supervise field inspections of residential and commercial construction sites and structures to ensure compliance with City, state and federal codes, ordinances and regulations; maintains inspection records
  • Interprets codes and ordinances for contractors and property owners; answers questions related to construction, codes and regulations
  • Issues warnings or stop work orders for non-compliant construction;
  • Attends and participates in meetings regarding assigned site locations and projects;
  • Administer the maintenance of inspection records, scanning and archiving of construction documents and issuance of permits;
  • Financial Responsibilities: Prepare and/or process purchase orders; and make recommendations that impact the budget;
  • Oversees assigned road projects/improvements as directed by the street maintenance department
  • Performs other duties as assigned

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requires a Bachelor’s degree in engineering, architecture or construction management and at least one (1) year of relevant work experience or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of City and department policies and procedures;
  • Knowledge of City, state and national building codes;
  • Knowledge of occupational hazards and safety precautions;
  • Knowledge of generally accepted engineering, construction and building practices;
  • Skill in using independent judgment and discretion;
  • Skilled in prioritizing and scheduling assignments;
  • Skilled in communicating effectively with contractors, builders, developers, the general public and members of diverse cultural and linguistic backgrounds;
  • Skilled in basic computer applications for word processing and spreadsheets;
  • Skilled in operating voltage/amperage testers;
  • Ability to maintain routine records;
  • Ability to establish and maintain cooperative and effective working relationships with others;
  • Ability to operate City vehicles

CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS

Requires a valid driver’s license. Must obtain Level 1B Certification as a Certified Inspector and Level II Certified Plan Reviewer from the Georgia Soil and Water Conservation Commission within six months of employment.

PHYSICAL DEMANDS

Work is typically performed with the employee walking, sitting, standing, balancing, bending, kneeling, crouching or crawling. The employee must occasionally lift light to moderately heavy objects, climb ladders, use tools or equipment that require high degree of dexterity and distinguish between shades of color.

WORK ENVIRONMENT       

Work is typically performed outside at construction sites and may include occasional exposure to hot, cold or inclement weather, rough terrain, noise, dust, dirt and machinery with moving parts. At times the employee may be required to wear protective equipment
