The Putnam County Board of Commissioners is seeking qualified applicants for the position of Personal Property Appraiser in the Tax Assessor’s Office.  This position is responsible for appraising personal property in support of the tax assessment process.  An incumbent in the position may be designated “Personal Property Appraiser I, II, III, IV.”

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Ability to meet the necessary requirements of Appraiser (#) as mandated by the Georgia Department of Revenue.

Necessary Knowledge, Skills and Abilities:

  • Knowledge of the procedures used to determine valuations of personal property, including depreciation techniques.
  • Knowledge of state laws pertaining to persona property taxation.
  • Knowledge of techniques used in determining fair market value.
  • Knowledge of Generally Accepted Accounting Practices.
  • Knowledge of county and departmental policies and procedures.
  • Knowledge of modern office practices and procedures.
  • Skill in maintaining accurate records.
  • Skill in prioritizing and organizing work.
  • Skill in the use of computers and job-related software programs.
  • Skill in basic mathematical calculations.
  • Skill in oral and written communication.

Major Duties

  • Conducts on-reviews to appraise new and improved personal property.
  • Reviews a variety of documents including local newspapers and public records to determine eligible property.
  • Separates exempt from non-exempt personal property and personal from real property for appraisal purposes.
  • Audits personal property reports by reviewing incoming reports, obtaining necessary schedules, and assigning new values.
  • Assists the public with securing information from public tax records.
  • Represents the department at personal property appeal hearings before the Board of Equalization.
  • Assists with the mailing of assessment notices and personal property forms to personal property owners.
  • Assists the general public by answering questions concerning the valuation of personal property.
  • Performs other related duties as assigned.
