Job Title: Senior Transportation Engineer  

Reports to: Assistant City Manager – Public Works
Department: Public Works
Work Hours: 8:00 a.m. – 5:00 p.m., Monday through Friday. Flexible scheduling is available. May be required to work occasional weekends, evenings, holidays, and emergency call-ins.
Full Salary Range: $74,984 - 122,866 Annually DOQ (Exempt) 

   (Target Salary Range $74,984 - $93,642)

 

Purpose of Work:

 

The purpose of this position is to engage in and support the mission of the Public Works Department through strategic planning, creative problem solving, decision-making, and responsible stewardship of City resources. This position will serve as the Senior Transportation Engineer and will plan, direct, and supervise the work on transportation systems and programs involving research, planning, design, technology, materials, construction, traffic safety, traffic operations, and maintenance of streets and related structures.

 

Major Responsibilities:

 

  • Collaborative, self-starter with a growth mindset and the ability to supervise, inspect and evaluate work performed by contractors and consultants on City, utility, and private construction projects; ensure that work meets goal, plans and specifications and complies with local, state and federal requirements; communicates with contractors regarding construction problems; makes amendments to construction plans and specifications when necessary; issues direction and warnings as needed.

 

  • Manages Public Works’ Work Plan projects to meet schedule and budget requirements and proactively communicates questions, concerns and project status updates in cooperation with a synergistic, fun team.

 

  • Reviews site plans and subdivision construction plans and meets with developers, architects, and engineers to resolve problems and general construction issues.  Submits plans for review by State and Federal agencies for transportation projects and stream buffer encroachments, soil erosion and sedimentation control permits and other permits to be approved by the state and federal authorities related to transportation facilities.

 

  • Develops, manages, and coordinates applications to the Georgia Department of Transportation Statewide Transportation Improvement Program.

 

  • Receives and responds to problems, complaints, and issues from citizens regarding streets, sidewalks, traffic calming, street signs, speed limits, traffic signal operations and other traffic control devices,   utility covers, traffic control signs, transportation and utility infrastructure, etc.; inspects problem areas personally.

 

  • Possesses a proficiency or understanding, interest, and capacity  for innovative and contemporary civil engineering practices in as many of the following key areas as possible: 

 

  • active transportation.
  • urban pedestrian accessibility, 
  • urban signage, 
  • urban parking, 
  • traffic calming, 
  • pedestrian, bicycle, and automobile safety and connectivity and,
  • Incorporation of green storm water management practices..   

 

  • Processes Rights-of-Way construction permit applications submitted by property owners, developers, contractors, utility companies and DeKalb County Department of Watershed Management, including provisions for work zone safety, and monitors construction work and the restoration of streets, sidewalks and rights of way post-construction.

 

  • Assists in the administration of City ordinances, codes, standards and best practices relating to transportation improvements.

 

  • Develops annual work programs to provide for the repair, maintenance, and construction of public facilities including sidewalks, streets, curbs, and street signs; prepares budget requests; reviews budget monthly to ensure control of expenditures.

 

  • Compiles and prepares various memoranda, reports, and records; composes letters and other correspondence as needed.

 

  • Performs financial responsibilities by coordinating the preparation of capital improvement and operating budgets for the annual transportation budget, monitoring and projecting revenues and expenditures, prioritizing capital projects and equipment items, and implementing procedures to increase efficiencies.

 

  • Performs project management duties such as selection of design consultants, contract administration; review of construction documents; preparing, review, and award recommendation; and construction management and inspection through project completion.

 

  • Performs complex engineering work related to the design of transportation improvements. 

 

  • Conducts technical engineering research work as needed.

 

  • Prepares detailed analyses and comprehensive technical engineering reports and recommendations.

 

  • Coordinates inspection of City of Decatur construction projects.

 

  • Performs other related duties as assigned.


 

Minimum Qualifications: 
 

  • Bachelor’s degree in Engineering or related field from an accredited college or university. 
  • Possess a valid certificate of registration in the State of Georgia as a Professional Engineer.  
  • A minimum of 7 years of broad and extensive experience in professional engineering work, including at least 3 years as a licensed Professional Engineer.  
  • Comprehensive knowledge of professional engineering theory, principles, and practices. 
  • Any equivalent combination of education and experience is acceptable. 
  • Comprehensive knowledge of contemporary methods and techniques as applied to public works design, construction, and maintenance. 
  • Knowledge of highway laws, codes, standards, and specifications about transportation engineering and costs. 
  • Knowledge of materials, methods, and techniques used in designing, constructing, and maintaining streets, bridges, sidewalks/multi-use paths, trails, and related structures. 
  • Ability to use independent judgment and discretion in leading coworkers, including handling emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems. 
  • Ability to understand and interpret design drawings, construction specifications, and contract documents. 
  • Possess a valid State of Georgia driver’s license (Class C) and a satisfactory motor vehicle record (MVR). 
  • Must be available for emergency call-ins on weekends, evenings, and holidays.

  

Physical Requirements: 

 

  • Drives City of Decatur vehicles to job sites 
  • May work in extreme weather conditions, including heat and rain.
