Job Summary:

Under the general supervision of the City Clerk, the Human Services Manager is expected to perform a variety of duties  relating to providing direct service, performing administrative work and working with the community. This position is also responsible for  Human Resources, Risk Management and Planning and Zoning for the City of Monticello.  Additional duties included but are not limited to the following:

  • Informs and advises the City Clerk on all department issues affecting the City; provides support and information city staff
  • Handles confidential files and materials.
  • Provides exceptional customer service and assistance to the public.
  • Oversees and maintain the payroll process
  • Administers and recommends employee benefit programs, such as group health, flexible spending accounts, dental and vision, accident and disability, life insurance, retirement, and wellness benefits.
  • Facilities accurate and timely delivery of employer contributions and employee payroll deductions to carriers, plan administrators, or other appropriate service providers.
  • Conducts and distribute materials for benefits orientations and open enrollment
  • Serves as the City's pension secretary
  • Advises customers on the process of obtaining building permits and  occupational tax certificates.
  • Processes payments for permits and licenses
  • Issues building permits
  • Facilitates and serves as the zoning clerk for the Planning and Zoning Board; including all clerical duties associated with the position
  • Prepares and files the annual E-verify and SAVE reports.
  • Assists with general ordinance, zoning, and permitting questions. 
  • Performs other related duties as assigned.
