JOB SUMMARY

This position is responsible for managing the daily operations of Barrow County Government.

ESSENTIAL DUTIES:          

  • Manages staff to include prioritizing and assigning work; providing leadership and guidance; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations;
  • Implements strategies and services which includes strategic planning; setting goals and objectives with assigned personnel; ensuring proper oversight of county capital/operating budgets; working with the media, often regarding politically sensitive matters; insuring proper legal handling of various matters; managing projects; coordinating activities; and holding meetings;
  • Manages major economic development-based County initiatives to include planning, developing, implementing, and evaluating major public policy and community-based County projects and programs; prioritizing activities based on goals; deciding on most effective strategies; managing the development of community-based project budgets; approving major project related actions; and determining consultants on projects;
  • Manages land use planning and implementation of comprehensive plan by coordinating activities with the community and within the organization; determining if decisions are being made appropriately at lower levels; and serving as liaison to the Board of Commissioners;
  • Manages development and implementation of community development and recreation initiatives and programs which includes determining direction of new programs to meet goals identified by the County Board of Commissioners;
  • Develops and administers budgets; approves expenditures; reviews financial statements; and manages financial operations;
  • Directs and participates in the analysis of management information; formulates recommendations based on findings; approves and implements priorities, work processes, and procedures; and ensures adherence and compatibility with organizational goals, objectives, and strategic initiatives;
  • Performs administrative oversight of agreements, contracts, grants, and/or regulatory compliance issues;
  • Negotiates with top management levels of regulatory agencies on permits, enforcement and rule changes that are vital to the County;
  • Serves as County representative to various committees and boards which includes developing projects, goals, and directions for community related services;
  • Resolves problems within the County and with citizens by identifying issues and determining appropriate solutions;
  • Researches issues and writes reports for the County Board of Commissioners to include drafting correspondence, writing speeches, and analyzing and preparing various reports of interest for the County Board of Commissioners; and
  • Performs other assigned duties.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree in a course of study related to the occupational field;
  • Seven (7) years of related work experience;
  • Or equivalent training, education, and/or experience;
  • Certified Public Manager or equivalent preferred;
  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above;
  • Valid State of Georgia Driver’s License.

  • Skill in developing and implementing strategic plans;
  • Skill in administering and managing personnel and activities;

  • Skill in handling political and sensitive matters; and
  • Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

PHYSICAL DEMANDS:

  • Work is typically performed while sitting at a desk or table. The employee frequently lifts light objects.

WORK ENVIRONMENT:     

  • Work is typically performed in an office.
