General Description and Classification Standards

The primary focus of this role is to be responsible for the training and development of all building inspectors, along with the implementation and execution of a QA/QC process for building inspectors in addition to performing inspections of commercial structures and residential, single-family detached structures for compliance with applicable codes and ordinances.

The incumbent must ensure that best-in-class customer service is provided to both internal and external customers and embrace, support, and promote the City’s core values, beliefs, and culture.

Supervision Received

Reports to the Deputy Chief Combination Inspector and normally receive guidance regarding the overall mission and unusual priorities, etc. but may set work methods, timetables, etc.

Essential Duties & Responsibilities 

These are typical responsibilities for this position and should not be construed as exclusive or all-inclusive.  May perform other duties as assigned.  Essential functions may include, but are not limited to the following:

Training of new hires and providing continuous training of existing building inspectors.

Train, evaluate and monitor building inspections conducted for the “OOB Professional Certification Program”.

QA/QC of building inspectors’ work/reports.

Inspects the quality of work in the construction, alteration, or repair of commercial, industrial, and residential buildings, and other structures. Checks approvals of previous inspections from electrical, plumbing and Heating, Ventilation, and Air-Conditioning (HVAC) systems. Performs footing inspections, structural inspections, insulation inspections, architectural component inspections, site plan feature inspections, and building material/finishes inspections.

Performs and evaluates the performance of building inspectors on fire life safety inspections on large and small commercial projects including sprinkler locations, fire extinguisher locations, egress compliance, emergency lighting systems, emergency generator testing, fire alarm system, sprinkler flows and tampers, pull stations, smoke detectors, visual and audible alarms devices, smoke doors, stair pressurization systems, and firefighter phone systems.

Performs and evaluates the performance of commercial building inspections of light commercial, high-rise buildings, and industrial. Checks approvals of previous inspections from electrical, plumbing and Heating, Ventilation, and Air-Conditioning (HVAC) systems. Performs footing inspections, structural inspections, insulation inspections, architectural component inspections, site plan feature inspections, and building material/finishes inspections.  

Evaluate the quality of materials and work relative to applicable building codes, ordinances, regulations, and relative to approved plans; issue notices to identify corrections required for compliance or to stop work on projects.

Responds to verbal and written inquiries from architects, contractors, builders, City personnel, and the general public; interprets, applies, and explains requirements and restrictions related to building codes, ordinances, regulations, policies, and procedures; develops alternative methods for compliance with requirements and restrictions.

May assist with scheduling appointments and reviewing and approving plans in compliance with applicable electrical codes and ordinances.

Provides best-in-class customer service when responding to telephone calls and office visits from constituents. 

Maintains and submits accurate and up-to-date records of inspection activities.

Issue and Post notice to permits on construction sites, Stop Work Orders, Working Without Permits violations, and other violations.

Provide training for newly adopted building codes to inspections and plan review staff.

Selects from multiple procedures and methods to accomplish tasks. Applies organizational policies. May interpret organizational policies and recommend exceptions.

Leadership Provided

Has training authority over workgroup to include new-hire training, continuous on-the-job training, QA/QC of inspectors’ reports. Provides continuous support to inspectors in the field with questions or issues specific to electrical code compliance. Maintains and adheres to a training schedule.

Knowledge, Skills & Abilities

Thorough knowledge of state and national building codes and related laws and regulations; standard practices, processes, tools, and equipment, and evaluate the quality of materials and work relative to applicable building codes, ordinances, regulations, and relative to approved plans; issue notices to identify corrections required for compliance or to stop work on projects. Identify occupational hazards and safety precautions applicable to the work; basic investigative techniques and methods; safety standards and methods of building construction for residential, commercial, and industrial buildings.

Read, interpret, apply, and explain building plans, blueprints, specifications, and building codes; make mathematical calculations rapidly and accurately; use word processing and other related computer software programs; prepare and maintain complete, accurate, and concise reports and records.

Ability to: coach, teach, and train on residential and commercial building codes and ordinances adopted and enforced by the City; interpret and apply pertinent federal, state, and local laws, codes, and regulations; read and interpret complex building plans, specifications, and building codes; determine whether construction systems conform to City code requirements; apply technical knowledge and follow proper inspection techniques to examine workmanship and materials; detect deviations from plans, regulations, and standard construction practices; advise on standard construction methods and requirements for residential, commercial and industrial.

Communicate clearly and concisely verbally and in writing; exercise initiative in making recommendations to management; communicate effectively with individuals from various socio-economic, ethnic, and culturally diverse backgrounds; establish and maintain effective and positive working relationships with those contacted in the course of work; work independently and organize and prioritize work.

Proficiency in safely operating office equipment including computers.

Minimum Qualifications – Education and Experience

High school diploma or GED.  Five years of work experience as a building contractor or journeyman (in residential, commercial, and industrial) is required (or an equivalent combination of experience and training).

Must have a minimum of one of the following certifications:

ICC certification for both Residential(B1) and Commercial (B2) certifications and at least 3 years of municipal inspection experience performing both residential and commercial inspections. State of Georgia license as a general contractor. BS degree in construction management.

Preferred Education & Experience

Associate degree in construction, engineering, or related field or a degree in architecture, architectural engineering, or historic preservation, and ten years of construction and/or building inspection experience including five years of experience working with residential and commercial buildings and three years of experience with enforcing municipal or county historic preservation and/or urban design-related ordinances.  Working knowledge of general processes and standards found in municipal or county historic preservation and/or urban design ordinances and with nationally accepted historic preservation principles and practices

Licensures and Certifications

The position would be expected to have licensure or professional certifications appropriate to the position.

Required:  Valid Georgia driver’s license

Required: ICC Residential Building Inspector(B1) and Commercial Building Inspector(B2) certifications.

Preferred: State of Georgia General Contractor License
