PROJECT:         Barber Creek WWTF Expansion to 1.5 MGD  RFQP#2024-04

OWNER:          Barrow County Board of Commissioners

Barrow County, Georgia is seeking qualified firms to submit responses in the form of Statements of Qualifications with Cost Proposal (“SOQP”) indicating their interest and qualifications for the Progressive Design-Build Services for the design and construction of the Barber Creek Wastewater Treatment Facility Expansion to 1.5 MGD (Project) in accordance with RFQP#2024-04.

SOQP’s will be received in the office of the Barrow County Board of Commissioners, Clerks Office, 30 North Broad Street, Winder, Georgia 30680, until 12:00 Noon, Tuesday, September 19, 2023. Any SOQP received after said time and date will not be considered by OWNER.  SOQP’s will be opened and read aloud in the Commission Meeting Room on the 2^nd floor of the Historic Courthouse at the above address at 2:00 p.m. on Tuesday, September 19, 2023. All SOQP’s will be evaluated and the project will be awarded, if it is awarded, within 60 days of the opening.

The RFQP and associated documents can be downloaded from the Finance Department webpage under Bids & RFPs at www.barrowga.org. Neither companies nor representatives or agents of companies shall contact any members or employees of the County Consultant, Barrow County Board of Commissioners, or any Barrow County Elected Official regarding this RFQP. All questions/inquiries are to be submitted in writing by email to the following and will be answered and posted as an Addendum on the Barrow County website.

Questions regarding this RFQP shall be received no later than 5:00 p.m. on Thursday, August 31, 2023.

A MANDATORY Pre-SOQP Conference will be held at 10:00 a.m. on Wednesday, August 23, 2023, at the Barrow County Water & Sewer Department Building located at 625 Hwy 211 NE in Winder, Georgia. Attendance at the Pre-SOQP Conference is mandatory for responding to this RFQP. The purpose of the pre-SOQP Conference is to provide information regarding the project and to address questions and concerns regarding the services sought by the County through this RFQP.

Each envelope or package shall be clearly marked as follows: “RFQP2024-04 Progressive Design Build Services Barber Creek WWTF Expansion to 1.5 MGD"

If the SOQP is forwarded by mail, the sealed envelope/package containing the SOQP must be enclosed in another envelope/package to the attention of the County Clerk at the address above and also marked on the outside as “RFQP2024-04 Progressive Design Build Services Barber Creek WWTF Expansion to 1.5 MGD".

The Proposal shall consist of a Technical Proposal, a Cost Proposal and all documents listed on the Required Submittal Checklist (Section 9 Exhibit A) of the RFQP. The Technical Proposal shall include Respondent’s information, technical information, business-related information, and any Technical Proposal forms requested. The Cost Proposal shall include the Cost Proposal Forms, executed Agreement (not dated), and any information describing the basis for pricing and must be separately, sealed, marked and packaged. The required content of the Technical Proposal and Cost Proposal is further specified in the RFQP.

THE TECHNICAL PROPOSAL, THE COST PROPOSAL AND CONTRACT COMPLIANCE EXHIBITS SHALL BE SUBMITTED IN SEPARATE, SEALED ENVELOPES OR PACKAGES. THE INCLUSION OF ANY COST INFORMATION IN THE TECHNICAL PROPOSAL MAY RESULT IN SUCH PROPOSAL BEING REJECTED BY THE COUNTY.

The Respondent must fully comply with Barrow County insurance requirements. All SOQP’s must be accompanied by a Bid Bond in the amount of 5% of the Phase 1 Bid Amount. Both a Performance and a Payment Bond will be required in an amount equal to 100% of the Guaranteed Maximum Contract Price. Surety companies executing Bonds must appear on the Treasury Department’s most current list (Circular 570 as amended) and be authorized to transact business in Georgia. Only Barrow County Bid, Payment and Performance Bond Forms Are Acceptable.

OWNER reserves the right to waive any informality or to reject fully or partially any or all SOQP’s, to evaluate SOQP’s, and to accept any SOQP which, in its opinion, may be in the best interest of the OWNER.  No bid will be rejected without just cause.
