Risk Management Technician

Assists the Risk Manager in activities to promote safety and mitigate risk to Hall County Government. Maintains up to date records of incident reporting, claims reporting, equipment inspections and working conditions to ensure compliance. Evaluates, investigates and recommends resolutions to the Risk Manager for individual claims, including Auto, Property and General Liability claims, on a proactive basis, from notification to closure.  Communicates with third-party providers to coordinate Hall County’s in-house subrogation program.  Maintains claim/case files for all claims. Assists the Risk Manager and coordinates matters related to property, casualty, general liability coverages, workers’ compensation, and workplace safety programs. Assists with accurate and timely processing of workers’ compensation claims.  Completes other administrative duties and special projects as assigned.




  • Helps to coordinate Risk Management’s Claims and Subrogation Program, creates and maintains all Risk Management claims files.
  • Assists the Risk Manager with maintaining up to date records of incidences, claims, training programs, certifications, inspections and equipment schedules to ensure compliance.
  • Investigates accidents to ascertain causes for use in recommending preventive safety measures and developing safety programs
  • Participates in the investigation of accidents and injuries and cooperates in the preparation of material and evidence for organization use in hearings, law suits and insurance investigations
  • Monitors claims against insurance; investigates and determines validity of claims; works with insurance carriers to resolve claims; coordinates and oversees processing of claims and follows-up on all large loss claims; assures subrogation claims are handled appropriately.
  • Enters data related to worker’s compensation and liability claims; creates and maintains reports and/or spreadsheet with details of all claims.
  • Maintains and files all medical bills, doctor’s notes and other related documents in appropriate claims files. 
  • Reviews First Report of Injury and Accident/Incident Reports for completeness and electronically transmits all related documents to TPA as needed.
  • Maintains constant contact with employees and/or supervisors to verify claims information on First Report of Injury Forms and Accident/Incident Forms.
  • Works with the Risk Manager in coordinating and conducting safety and other related liability training to ensure inclusive and economical services County-wide; works with the Risk Management Committee in an administrative capacity.
  • Works with the Risk Manager to coordinate the random and “for cause” drug/alcohol screening program for all employees in compliance with Hall County’s Screening policy. 
  • Maintains and upgrades professional knowledge, skills and development by attending seminars and training programs and reading trade and professional journals and publications.
  • Completes other administrative duties and special projects as assigned. 
  • Regular and predictable attendance is required. 
  • Performs other related duties as required.




Education and Experience:


  • Associates Degree in Business, Political Science, Safety, or related field.
  • Four plus years of Risk Management and/or Claims related experience.  Municipality experience preferred.
  • Any equivalent combination of education and experience to meet the above stated qualifications.


Licenses and Certifications:


Valid Class C drivers’ license and a satisfactory motor vehicle record.


Knowledge, Skills and Abilities:


  • Knowledge of the principles and methods of risk management and loss control techniques to develop and carry out comprehensive projects and prepare recommendations for changes to management policies and procedures.
  • Knowledge of Claims Management Practices
  • Knowledge of training and safety programs.
  • Knowledge of liability insurance, Workers’ Compensation laws and procedures.
  • Knowledge of applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
  • Knowledge of computer programs including word processing, spreadsheets, and various personnel related computer software.
  • Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner.
  • Ability to perform basic mathematical and statistical calculations.
  • Ability to read, understand, and interpret reports and related materials.   
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with employees of all levels.





Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.


Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.


Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours. 


Sensory Requirements:  Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.



Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
