Job Description
The Development Division Director provides strategic leadership and direction to the Development Division’s multiple sections including Development Plan Review, Stormwater Plan Review, Water and Sewer Plan Review, and Development Inspections.  This position provides direction by overseeing complex land development projects, implementing land use policies and development regulations, managing and mentoring team members, communicating and negotiating with internal and external customers, and ensuring the Division adapts to a rapidly changing work environment based on best practices along with county, state, and federal regulations. 

Essential Duties

  • Oversees all plan review and inspections functions related to the planning, coordination, and execution of land development projects in unincorporated Gwinnett
  • Ensures compliance with all development regulations related to land disturbance, soil erosion sedimentation and pollution control, stream buffers, landscaping, tree protection, and stormwater management
  • Responsible for water and sewer plan review and permitting, in collaboration with the Department of Water Resources, for unincorporated Gwinnett and the majority of the county’s municipalities
  • Leads a team of professionals including licensed engineers, landscape architects, arborists, and others
  • Manages a team of land development inspectors to monitor compliance with stormwater erosion and sediment control best management practices (BMPs)
  • Serves as the county’s floodplain manager to ensure compliance with all FEMA floodplain management requirements
  • Manages the sign permitting process and the Gwinnett Sign Ordinance
  • Supports and manages the Tree Advisory Committee and the Board of Construction Adjustments and Appeals
  • Directs and participates in public hearings and other essential meetings including task forces, community meetings, special projects committees, and training sessions
  • Advises the Department Director and Deputy Director on development-related matters
  • Represents the division in any court proceedings related to land development violations
  • Develops innovative ideas and strategic plans to support continuous improvement for the division
  • Provides managerial and supervisory support, staff evaluation, and budget preparation for the division

Grade
The grade for this position is 303.

This position is eligible for the Employee Referral Program. 

Minimum Qualifications

  • Bachelor’s degree in Engineering, Urban Planning, Landscape Architecture, Construction Management, or related field
  • Nine years of progressively responsible experience related to the area of assignment
  • Two years upper management/supervisory experience
  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above 

Preferred Qualifications

  • Master’s degree in Engineering, Urban Planning, Landscape Architecture, Construction Management, or related field
  • Four years upper management/supervisory experience
  • Local government experience
  • Experience managing land development projects in the private sector
