JOB DESCRIPTION

Essential Functions:

Manages, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals.

Assists in planning, organizing and directing, through subordinate managers, the Construction and Maintenance, Engineering, and Traffic Engineering divisions of the Roads and Drainage Department.

Prepares the Administration Division’s operating budget and Capital Improvement Plan budget requests; and monitors departmental expenditures throughout the year to ensure compliance with adopted budget.

Directs or participates in developing and implementing various departmental programs, policies and procedures.

Participates in the planning and preparation of design criteria, cost estimates, bid proposals, specifications and contracts for construction projects and/or equipment acquisitions; and conducts investigations, field surveys, research projects, inspections and various special projects.

Makes recommendations to and assists Deputy Director in researching and handling information requests from the Board of Commissioners, Chief Executive Officer and other County officials and staff.

Serves as liaison to other County departments, DeKalb County municipalities, the Georgia Department of Transportation, and other governmental agencies.

Represents the Deputy Director at public hearings, Board of Commissioners’ meetings, other public meetings, and governmental agency meetings.

Responds to citizen requests for information; and coordinates the resolution of or resolves citizen complaints.

Minimum Qualifications:

Bachelor's degree in Construction Management, Engineering, Civil Engineering or related field required (Master’s degree preferred); ten years of progressively responsible experience in public works administration, with three years of management experience for a comparably sized organization or as a deputy director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: 

Must possess and maintain a valid Georgia driver’s license.

Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy. 

Human Interaction: Requires the ability to function in a managerial capacity for a division or organizational unit. Includes the ability to make decisions on procedural and technical levels. Works on a continual basis with staff and the general public. 

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. 

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information. Includes the ability to effectively communicate with design professionals and the general public. 

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.

ADA Compliance:

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. 

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. 

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, unsafe structures, heights, confined spaces, machinery, traffic hazards, bright/dim lights, or water hazards.
