POSITION SUMMARY:

The Director of Budget, Grants and Financial Reporting is an integral and collaborative member of the financial management team who manages and oversees the development, monitoring and management of the entire District's budget. The Director’s responsibilities include establishing partnerships between Finance and instructional leaders to develop principles and policies that guide the budget process based on District priorities, the strategic plan, and the Board approved annual budget parameters. Provides necessary reporting and analysis to assist Senior Leaders in making sound financial business decisions that are sustainable and aligned with the strategic plan. The Director is a support lead for Business Services who provides effective reporting mechanisms and communication strategies that engage, inform and educate the public on budget strategies. The Director must successfully manage the Budget and Grants team to implement and execute daily strategy while integrating leadership skills driven by CCPS core values. This position reports to the Chief Financial Officer.

KEY RESPONSIBILITIES:

Directs the preparation and maintenance of the school district budget for all funds:
• Assists the Executive Director of Business Services in the budget planning process.
• Facilitates the budget development process by developing forms and manuals for use by departments and schools.
• Facilitates and direct preparing budget notebooks for distribution to the cabinet, superintendent, Board and budget committee members.
• Directs the communication process of all budget related matters to departments and      schools.
• Prepares a mid-year budget amendment for all funds for approval by the Board no later than the December Board meeting.
• Reviews the budget for all funds monthly. Advises the Executive Director of Business Services and Chief Financial Officer of any potential budget problems or overages.

• Directs the preparation and transmission of the State Department of Education budget in accordance with State of Georgia mandates and timelines.

Directs the grants budget and accounting function:
• Reviews all Special Revenue and miscellaneous General Fund grants for compliance with state and federal guidelines.
• Supervises the Grants Manager and Grants/Budget Analyst and coordinates the work assigned.
• Advises the Executive Director of Business Services and Chief Financial Officer of any issues regarding grants accounting and budgets.

Directs the Financial Reporting Process:
• Supervises the preparation of the State Financial Reporting process for budget reporting.
• Supervises the preparation of the State Department of Audits Salary and Travel report.
• Assists the Executive Director of Business Services/Finance with the preparation of the comprehensive annual financial report.
• Supervises the preparation of the annual budget document for submission for annual award.

Directs the Capital Projects Budget and Accounting Function:
• Reviews SPLOST Revenues Monthly and prepares report for the Board of Education.
• Supervises the Capital Projects / Fixed Asset Accountant.
• Coordinates with the Director of Construction to develop and maintain a project-based budget and accounting system to account for and control the capital resources of the school district.

All other duties, as assigned and required, in order to perform the above services.

KEY JOB REQUIREMENTS:

Bachelor’s degree with a major in business administration or accounting required; Master’s degree preferred.

Minimum of five (5) years of progressively responsible experience in financial management, preferably in a school or government environment.

Knowledge of generally accepted accounting principles, and experience in governmental fund accounting and budgeting preferred. Prior experience in a large organization’s Accounting and/or Finance Department preferred.

Makes recommendations which affect the activities of the District.

High level of judgment required: supervisor is available on limited time basis; individual required to establish and evaluate departmental objectives. Ability to prepare clear, concise, and accurate correspondence utilizing sound independent judgment.

Requires regular, frequent contact with internal personnel of influence and decision-making responsibility to discuss issues of moderate importance; requires continuing contact with officials at higher levels, including the CFO and Superintendent. Excellent interpersonal skills are required for working with inter-organizational teams.

Requires excellent written, verbal communication and presentation skills

Proficient with technology; familiar with Microsoft Office applications; experience with Tyler MUNIS preferred. Applies, recommends and implements technology concepts to improve the efficiency and effectiveness of District.

WORKING CONDITIONS:

Normal office setting. May require travel to off-site training locations and school site visits. 

PHYSICAL EFFORT:

Light duty - On most occasions sitting at a desk or table; intermittently sitting, standing, or stooping. Light lifting or carrying; twenty (20) lbs. or less.
