POSITION SUMMARY:

The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults, and workforce solutions. ARC is dedicated to unifying the region’s collective resources to prepare the metropolitan area for a prosperous future. This is performed through professional planning initiatives, the provision of objective information, and the involvement of the community in collaborative partnerships.

ARC has an established track record of moving the region forward in the face of significant challenges. The agency is influential with local governments that collectively stand to significantly impact the region across various issues including land use, affordable housing, transportation, transit, and trails. The Planning Administrator will be responsible for planning, coordinating, and executing long and short-range policies and strategies to support the overall goals and objectives of the agency and the region. The Planning Administrator will work on a variety of enterprise-wide programs on a variety of subject matters including transportation, transit, trails, land use, and affordable housing; coordinates internal and external stakeholders; develops projects and delivers; advises leadership on recommended actions and strategies to ensure project viability; coordinates with state, regional and local partners and stakeholders; and facilitates meetings.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Plans, coordinates, and executes long and short-range policies and strategies to support the overall goals and objectives of the agency and the region;
  • Works with a variety of enterprise-wide programs on a variety of subject matters including transportation, transit, trails, land use, and affordable housing transit;
  • Prepares, prioritizes, and tracks cross-departmental work efforts and programs;
  • Provides support with stakeholders, partners, state, and federal agencies;
  • Participates various activities related to key policy activities of the agency;
  • Works to ensure coordination among internal and external stakeholders on policy matters related to ARC;
  • Coordinates with federal, state, regional, and local government officials;
  • Presents ARC work to a broad range of audiences with diverse backgrounds;
  • Assists leadership in crafting statements on various issues and preparing submittals to procure various sources of funding;
  • Advises leadership on recommended actions and strategies to ensure project viability;
  • Perform other duties as assigned to support agency goals and objectives.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES:

  • Ability to independently think through assignments comprehensively and creatively;
  • Principles and practices of planning administration.
  • Principles and practices of urban and regional planning and planning analysis.
  • Principles and practices of transportation, transit, trails, land use, and affordable housing transit;
  • Principles and practices of budget development and administration.
  • Principles and techniques of effective oral presentations.
  • Principles and practices of conflict resolution.
  • Applicable federal, state and local laws, codes, regulations (based on assignment).
  • Ability to communicate complex ideas clearly and precisely through a combination of oral, written and visual means;
  • Applying urban and regional planning, social service planning and/or transportation practices and principles.
  • Managing a program or project
  • Authoring and preparing original reports, content, documents and presentations.
  • Recommending and developing policies and procedures.
  • Facilitating group discussions and
  • Ability to present to a variety of audiences, from small groups of internal technical staff to larger groups of external public and private stakeholders building consensus using persuasive reasoning;
  • Skill in meeting planning and facilitation and in giving full attention to what other people are saying, taking time to understand the points being made, and asking questions as appropriate;
  • Excellent analytical and organizational skills;
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.

MINIMUM QUALIFICATIONS: 

  • Master’s degree in urban or regional planning, economics, architecture, landscape architecture or related field,
  • Four years of professional planning experience and;
  • Two years of supervisory or project management experience.

OR

  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

PREFERRED QUALIFICATONS:

  • Master’s degree in regional planning, engineering, environmental science, climate science, sustainability, public administration, or other related field;
  • Eight (8) years of experience overall including at least four (4) years in government affairs and policy development;
  • Previous experience working with legislatures and federal agencies.

 

ANNUAL SALARY RANGE: $78,507 - $133,462 (no SS deductions except for Medicare portion, approx. 1.45% of salary).
